1. Who we are
Libro East Africa Limited (“Libro”, “we”, “our”) is a mobile value-added services (VAS) aggregator incorporated in Kenya. We operate the Libro East Africa Mobile platform at libroafrica.com and provide Skiza ringback tunes, premium SMS and daily subscription services on Safaricom and other African networks.
2. Data we collect
We collect information you provide directly when you:
- Submit a partner inquiry (name, company, email, phone, country, service interest)
- Subscribe to a product via USSD shortcode (MSISDN, subscription date, product code)
- Contact us by email or phone
We also collect limited technical data automatically: page paths visited, referrer URL, IP address (used only for geo-analytics, not stored against individual profiles), and browser user-agent.
3. How we use your data
- To respond to partner and business inquiries
- To provision and manage your VAS subscriptions
- To send transactional SMS confirmations and opt-out confirmations
- To generate anonymised analytics about platform usage
- To comply with Safaricom Content Partner obligations and Communications Authority of Kenya regulations
4. Legal basis (GDPR / Kenya Data Protection Act 2019)
We process personal data under the following bases:
- Contract performance — subscription provisioning and billing
- Legitimate interests — analytics, fraud prevention, platform security
- Consent — marketing communications (you may withdraw at any time)
5. Data sharing
We do not sell your personal data. We share data only with:
- Safaricom Limited — for subscription provisioning and billing through their SDP platform
- Our hosting provider (Neon / AWS) — under a Data Processing Agreement
- IPinfo — for IP-to-country resolution (anonymised, no PII transmitted)
- Law enforcement or regulators — where required by Kenyan law
6. Data retention
Partner inquiry data is retained for 3 years. Subscription records are retained for 7 years as required by Kenyan tax law. Anonymous page-view logs are retained for 12 months.
7. Your rights
Under the Kenya Data Protection Act 2019 you have the right to access, correct, delete or port your personal data, and to object to processing. To exercise any right, email admin@libroafrica.com. We respond within 21 days.
8. Cookies
This site does not use tracking or advertising cookies. A session cookie is set only for authenticated admin users. No third-party advertising cookies are placed.
9. Security
All data is transmitted over TLS 1.2/1.3. Database access is restricted to server-side processes only. We conduct periodic security reviews and maintain an incident response plan.
10. Changes to this policy
We will post material changes on this page with an updated date. Continued use of the platform after changes constitutes acceptance.
